Route 02 — Advisory Overview

Safeguarding & Governance Support

Aligning statutory frameworks, escalation steps, and leadership oversight to ensure welfare policies are reflected in everyday delivery.

Our Scope Limitations

We work with sport committees and directors to clarify systems, document boundaries, and design training structures. It is vital to state what we do not do:

Important Notice: We do not provide formal legal opinions, handle child protection case files, conduct background checks, investigate allegations, or issue compliance certificates. The organisation remains responsible for its operational and statutory safeguarding obligations.

The Organisational Governance Map

For safeguarding to function, reporting routes must be clear from the activity space to the board. We assist organisations with mapping these lines:

  • Trustees & Directors: Retain ultimate legal accountability, reviewing compliance trends and ensuring insurance policies are active.
  • Designated Safeguarding Lead (DSL): Serves as the central contact for receiving concern logs and managing statutory referrals.
  • Activity Leaders & Coaches: Maintain day-to-day group safety, document initial indicators, and enforce boundary rules.
  • Participants & Carers: Understand how to flag concerns and where to access independent support contacts.

Bridging the Policy-to-Practice Gap

Many clubs face issues not because they lack a written policy, but because the policy sits in a filing cabinet unused. We help you address common gaps:

Written Document Level

An eighty-page policy template containing generic legislative extracts from different jurisdictions.

Advisory Target Level

A local, three-step action card that every parent and volunteer reads and understands before their first session.

Illustrative Concern Pathway

This generic diagram maps typical escalation steps. Actual steps vary depending on your setting and local authority requirements in England:

01: Observe

Activity leader notices physical indicator or receives a disclosure from a participant.

02: Record

Leader writes down exact quotes, avoiding personal opinions, using the club log format.

03: Escalate

Welfare log is passed directly to the Designated Safeguarding Lead within 24 hours.

Safer Recruitment Protocols

Under the high-level principles of the Safeguarding Vulnerable Groups Act 2006, organisations must design recruitment pathways that verify volunteer suitability before any delivery contact:

  • Detailed Role Definitions: Outlining specific duties, levels of child contact, and the required supervision.
  • Appropriate DBS Verifications: Assessing which roles require an Enhanced DBS check with or without barred list checks.
  • Reference Checklists: Securing non-family written references confirming character and previous activity suitability.
  • Structured Inductions: A trial period under direct supervision of senior coordinators.

Data Protection & Confidentiality

Safeguarding records involve sensitive personal data. We advise on data structures to meet UK GDPR and Data Protection Act 2018 parameters:

  • Access Control: Restricting access to welfare records to the Designated Safeguarding Lead and specified deputies only.
  • Secure Storage: Using encrypted digital files or locked physical cabinets located away from public community areas.
  • Lawful Basis: Establishing precise documentation pathways for processing special category data under the legal basis of substantial public interest.

Clarifying Partnership Boundaries

Friction often occurs when facilities are shared or activities are joint. We work with hosts and deliverers to document:

Which organisation’s safeguarding policy takes precedence during a multi-agency event, and who receives the initial incident log?

When Specialist Support is Required

Our advisory services focus on planning and governance. Some situations require immediate, specialised intervention beyond our scope:

  • Active Abuse Disclosures: Immediate referral to Local Authority Designated Officers (LADO) or children’s social services.
  • Employment Law Disputes: Professional HR or legal counsel regarding staff suspensions or terminations.
  • Regulatory Appeals: Resolving formal challenges with national sport governing bodies or statutory regulators.
